In recent times, our Revenue Management Department has frequently been contacted to provide information regarding which institution/organization or individual will be responsible for covering the treatment costs of foreign students enrolled at our University when they apply to our Health Practice and Research Hospitals.

As is known, the General Directorate of Insurance Premiums of the Social Security Institution (SGK) registers all foreign students studying in our country as general health insurance holders, provided that they submit a written request to the provincial social security directorate/social security center within three months of their initial enrollment date at their schools. Students enrolling for the first time, if they apply within three months of their initial enrollment date to the provincial social security directorate/social security center where their schools are located, with a petition and a student certificate showing their initial enrollment date, will be registered as general health insurance holders for one year starting from the day following their written request.

For these foreign students registered under general health insurance, the insurance premium must be paid by the students themselves, calculated on the basis of thirty times one-third of the minimum daily earning used for premium calculations, as determined by Article 82 of Law No. 5510. Foreign students who do not submit a written request to the Social Security Institution within the three-month period following their initial enrollment date will not be granted general health insurance registration at any point during their studies. Therefore, foreign students who wish to benefit from general health insurance must submit their written request to the Social Security Institution within three months of their initial enrollment date.

In light of the above, to prevent foreign students studying at our University from facing difficulties on this matter, it is respectfully requested that the relevant units ensure these students are informed that the above procedures can only be carried out within three months of their initial enrollment date, and otherwise, they will be admitted under the status of fee-paying patients.
